A supplier's price feed landed in price_tags (product_id, product_name, price_text). The loader kept every price as text, and one product, still waiting on a quote, has 'TBC' instead of a number.
Return the price list cheapest first, with the price as a number:

price — price_text as a number, NULL where it isn't one (like 'TBC') - •products with no price go last
- •products at the same price are listed by
product_id
