emp_salaries (employee_id, department, salary) lists everyone's salary. For each employee, compute two shares within their department:

pct_below — the share of the department's other employees who are paid strictly less than this employee. A department of one has no other employees; its pct_below is 0. - •
pct_at_or_below — the share of the whole department (this employee included) paid at most this employee's salary.
Both are fractions between 0 and 1, rounded to 2 decimal places.
