parcel_weights (parcel_id, destination, weight_kg) is today's dispatch list. Some parcels were never weighed, so their weight_kg is NULL.
The warehouse lead wants a work list:
- •parcels with no weight first, so they get weighed before loading;
- •then every other parcel heaviest first;
- •parcels with the same weight (or both unweighed) in
parcel_id order.
