scheduled_jobs (job_id, job_name, tz, local_run_time) lists jobs that run once a day at a fixed local time in their own time zone: local_run_time is a TIME such as 06:00:00 and tz a tz database name.
The scheduler runs in UTC. For every job and every local date from 2024-03-08 to 2024-03-12 inclusive, return the exact instant the job must fire.
Columns: job_id, run_date (the job's local date, a DATE), run_at (the instant, a TIMESTAMPTZ). Sort by run_at, then job_id.
