events is a DataFrame with event_id, ts_utc (an ISO timestamp string in UTC, e.g. "2024-03-10T06:30:00Z") and tz (the IANA time zone the event happened in, e.g. "Asia/Kolkata"). Rows can be in different zones.
Return a new DataFrame with one row per event, in the input order, and these columns:

local_date — the calendar date in that zone, as "YYYY-MM-DD"
Daylight saving applies wherever the zone observes it.
