Filter a DataFrame on two conditions
Given an orders DataFrame with columns order_id, amount_usd, and order_date (ISO YYYY-MM-DD strings), return the rows that are high-value AND recent: amount_usd > 200 and order_date >= '2024-01-01'.
Return the filtered DataFrame (any row order). Don't modify the input DataFrame.
