Decide whether a scheduled job is due
Decide whether a periodic job should run now. Given last_run (an ISO date string, or None if it has never run), now (ISO date string), and interval_days, return True if the job is due — i.e. it has never run, or at least interval_days have elapsed since last_run.

Submit runs these and one more check you don’t see, so code written for the visible tests alone can still miss.
